info Provisional Ranking Starts You as "Pendolare"

In the provisional ranking, all students from "fuori sede" municipalities or abroad are temporarily classified as "pendolare" — except those already housed in an EDiSU collegio for the full year. You must submit proof of a paid lease (registered with the Agenzia delle Entrate) or college certification by 8 November 2026. Miss this and you're locked in as "pendolare" for the final ranking.

Students meeting EDiSU's "studente indipendente" criteria (residence away from family for ≥2 years, own income ≥€9,000/year for ≥2 years) are also treated as fuori sede, provided they hold paid accommodation near Pavia.

ISEE Requirements for EDiSU Pavia 2026/2027

To qualify, your family's ISEE UNI 2026 must be no higher than €26,887.93, and your ISPE UNI 2026 (patrimony indicator) must be no higher than €58,452.06. Both limits must be respected together — exceeding either one disqualifies you on income grounds.

Students with income and assets in Italy must request the ISEE for university aid from INPS (directly or via a CAF) by 15 September 2026. EDiSU automatically retrieves your attestation from the INPS database using your Codice Fiscale — you do not upload it yourself. Allow 7–10 working days for INPS to issue it after you submit your DSU, and don't wait until the last moment.

Students With Income Abroad

Non-EU students (or Italians resident abroad) whose family's income and assets are outside Italy must submit original, officially certified documentation — family composition, 2025 gross income, real estate owned at 31 December 2025, and movable assets at 31 December 2025 — legalised (or apostilled) by Italian diplomatic authorities and translated into Italian. Self-declarations and affidavits are never accepted. This documentation must reach EDiSU in original form by 15 September 2026, either at the office (via Calatafimi 11) or by post to via Sant'Ennodio, 26, Pavia. Students from particularly low-income countries, refugees, and those affected by active conflict (including the Ukraine and Iran emergencies) benefit from simplified certification routes.

Academic Credit Requirements

First-Year Students

If you're enrolling in year 1, your initial ranking is based on your school-leaving grade (minimum 70/100) and income. Credits are checked afterward, in two stages, to confirm and unlock payment:

Upper-Year Students

Students enrolled in year 2 or beyond must have earned the required number of CFU (per Allegato A) by 10 August 2026 — before applying, not after. This is a single, pre-application check; there is no separate "second verification" stage for upper-year students. PhD students confirm eligibility simply by being regularly enrolled in year 2 or 3.

EDiSU Pavia manages a network of colleges (collegi) offering free accommodation to "fuori sede" students who win a place, based on combined merit and income ranking. Housing value is built directly into the scholarship figures rather than added on top.

Students going abroad on a mobility programme of ≥10 months recognised by the University of Pavia are still treated as "fuori sede" if they reside in a fuori sede municipality or come from abroad, provided they submit certification (e.g. Learning Agreement) by 8 November 2026. Shorter mobility periods require combining that certification with proof of a lease in Pavia to reach the full 10-month accommodation requirement.

Once you appear in the final ranking as a beneficiary, your scholarship is paid in rates linked to enrollment checks and, for first-year students, credit milestones. Payment requires entering your IBAN and confirming your "Impegno di Riscossione" declaration in the online reserved area.

First-Year Students (All Courses)

What is the "bonus" credit system? expand_more

A pool of extra credits available to students in years 2+ of laurea and laurea magistrale a ciclo unico courses, used only to cover a gap between the minimum required CFU and what you've actually earned. Its size depends on the year you first use it: 5 credits if opened in year 2, 12 in year 3, 15 from year 4 onward — and it only grows the longer it's left unused, up to a maximum of 15. Unused bonus carries into future years but must be explicitly requested when compiling the online application; it does not apply automatically, and does not count toward the first-year merit check.
