The Price of Privilege

In Italy, there are three types of students: those who pay, those who pray, and those who know which portal to refresh at 3:00 PM. If you'd rather be a 'winner' than a 'ghost', pull up a chair.

We are breaking down the regional, merit, and diplomatic scoops that make the Italian dream affordable.

Disclaimer: Before you start picking out your celebratory Vespa, a quick reality check: eligibility does not equal a guaranteed paycheck. This is a game of credits, income brackets, and brutal deadlines.

The Scholarship Menu: Three Ways to Fund Your Italian Dream

Not all scholarships are created equal. Here are the three flavours on offer — and yes, you can apply for more than one.

The “Brainiac” Scoop (Merit-Based)

Also known as the University Scholarship, which students with a high school GPA or grades closer to 100% can earn. However, it is offered only by certain universities.

The “Regional” Scoop (Need & Merit-Based)

The 'Ultimate Dream' scholarship out there. This not only covers tuition expenses but also accommodation and meals.

The “Diplomatic” Scoop (MAECI)

If you are a Medicine student looking at MAECI, you are essentially looking at a 'Members Only' club where the membership list was closed years ago. It is generally not available to Medicine (Single-Cycle) students unless they have previously acquired it, which is renewable. It is limited to Master's degree, PhD programs, Research projects, Italian Language and Culture Courses and AFAM (Courses of Higher Education in Arts, Music, and Dance).

The Reality Check: Managing Your Expectations

You could be in the ranking list and still not receive the scholarship. Here's what that looks like in practice.

The “Eligible Non-Beneficiary” Ghost

You will still get the tuition waiver, but no monthly paycheck for pizza if you are "Idoneo non beneficiario". This means you have met all the requirements for the scholarship, but you won't receive the cash deposit in your bank account — usually because funds have been exhausted.

For example: if the regional agency (EDiSU, DiSCo, ER.GO, etc.) has enough money for 500 students, but 700 students are eligible, students from 501 onward become "Eligible Non Beneficiary". However, this is not a complete rejection. You still receive some 'consolation prizes' that are high value.

The Competition is Real

Because you are competing with every other student in the region, if your income (ISEE) is slightly higher than others, you may find yourself lower on the list.

The Medical School Hurdles

Medicine has its own set of scholarship traps. Read these carefully before you assume you're eligible.

The First Year Merit Trap

Some regions don't allow scholarships in First Year; others require certain credits by August, or they'll politely ask for the money back as "return to sender".

The Medicine “Blacklist”

If you are a transfer student — especially a Non-EU student residing in Italy (Non-UE equiparati) — you are likely blocked from scholarships in your first year of Medicine. This is because the number of years you have studied in Italy overlaps with the credits (CFUs) you have earned.

Example: If a Pharmacy student in Italy gets into Medicine in their 2nd year of the Pharmacy course, they won't be allowed to apply for the scholarship in the 1st year of Medicine. However, it is possible to apply from the 2nd year of Medicine. To apply, the student must show the CFUs (credit hours of study) equal to those of a 3rd-year student — because years of study are counted from the 1st year of the Pharmacy course, not the 1st year of the Medicine course.

The “What Was I Thinking?” Section

Common mistakes that cost students their scholarship status — often after they've already received the money.

Ignoring the CFU Requirement

There is a minimum CFU requirement for students applying for the scholarship in the 1st year of Medicine — obtaining these CFUs by August is mandatory. Otherwise, "Pay back the amount you received" is the only solution.

Assuming It's All About Grades

Family income also matters. Scholarships are ranked and prioritised from lowest to higher ISEE order. A student with ISEE €20,000 will be prioritised over one with ISEE €21,000.

Mixing Up Public vs Private Benefits

Do not confuse Excellence scholarships with Regional scholarships. Excellence scholarships are merit-based, for high achievers of High School, and are provided only by certain universities.

Waiting Until After Enrollment

Apply for the scholarship before enrolling into Medicine — especially for merit-based ones. The application window usually starts around June/July and lasts until August/September.

FAQs

Yes! In fact, you must apply for the scholarship before the actual enrollment — deadlines for submission are usually around August and September.

No! For the regional scholarship, you need to present your ISEE. However, to continue receiving and maintaining it, you need to obtain a certain amount of credits (CFUs) every year.

No! Believing a 'fully funded' scholarship pays for your flight to Italy is a common misconception. The regional scholarship only covers accommodation, meals and tuition costs.

Yes! But you can only win one. You can apply for more than one, and if you are selected for multiple scholarships, you will have to choose one and decline the others.

For regional scholarships, the office doesn't look at your grades or scores — they look at your CFUs (credits). If you don't earn enough credits by the deadlines set by the university, you will lose your "Winner" status and even worse, the region may ask you to return the money.
