Understanding ISEE: The Key to Scholarships & Lower Tuition
If you are applying to medical school in Italy, ISEE 2026 is an acronym you need to learn immediately — because it is the golden key that unlocks reduced tuition fees, canteen discounts, and regional scholarships worth thousands of euros per year.
The ISEE (Indicatore Situazione Economica Equivalente) is the standard tool Italy uses to assess a family's economic situation. In essence, it converts your household income and assets into a single number that universities and scholarship bodies use to determine how much support you qualify for. Whether you are an Italian resident or an international student coming from abroad, understanding ISEE 2026 correctly can make a significant difference to your finances in Italy.
1. Which ISEE Do You Need?
Not all ISEE certificates are the same, so the first step is identifying which type applies to you. Depending on your residence status and family situation, you will fall into one of the following categories:
For University Study
- Italian students resident in Italy.
- International students who have official residence in Italy and are financially independent.
For International Contexts
- International students residing abroad with family abroad.
- International students in Italy earning less than €9,000 (you are still considered part of your foreign household).
- Italian students resident abroad (AIRE).
ISEE Corrente (Current ISEE)
Beyond the standard certificate, there is also the ISEE Corrente — a temporary update valid for 6 months. You can request it specifically when there has been a significant recent economic change within the last 12 months, such as job loss, work suspension, or a drop in assets greater than 20%.
2. Calculate Your ISEE 2026 (Estimator)
Many students assume the ISEE is simply a sum of their bank accounts. In reality, however, it is a weighted formula: (ISR + 20% ISP) ÷ Scale. Each component matters, and the ISEE 2026 rules introduce meaningful changes to both the property shield and the children surcharges compared to previous years.
Note: All rates and coefficients below reflect the updated 2026 rules (effective for the 2025/2026 academic year).

How to Calculate ISEE 2026 (Detailed Breakdown)
To understand your ISEE 2026 result, you need to know what goes into each part of the formula. For the ISEE Parificato in particular, specific rules govern how your family's economic situation is assessed. Here is exactly what counts:
Family's Gross Income (ISR)
This refers to the second calendar year preceding the submission of the DSU (i.e., 2024 income for the 2025/2026 year). It includes income from employment, pensions, agriculture, and income subject to substitute/withholding tax. Foreign rent paid is deductible up to a maximum of €7,000.
Real Estate Properties
Calculated based on ownership as of 31 December of the preceding year. Any outstanding mortgage is deducted from the property value first. A primary residence shield of €91,500 (updated from the old €52,500) is then applied, so most families with a single home will see their real estate contribution drop to €0.
Foreign Property Rule: Where an exact value is unavailable, 1 square metre = €500.
Family's Movable Assets & Vehicles
Includes active bank account balances, securities, bonds, motor vehicles, and other durable goods. A base €6,000 franchigia (savings shield) is applied per household (growing with family size). Exchange rates follow the official Banca d'Italia rate.
Equivalent Scale Coefficient:
Once you have your ISR and ISP, the final step is dividing by the equivalence scale — a number that adjusts for family size so that larger households are not penalised. For families of up to 5 members, the values are fixed; beyond that, the formula is: 2.85 + [0.35 x (n-5)].
| Family Members | Coefficient |
|---|---|
| 1 Member | 1.00 |
| 2 Members | 1.57 |
| 3 Members | 2.04 |
| 4 Members | 2.46 |
| 5 Members | 2.85 |
- +0.5 for each medium, severe, or non-self-sufficient disabled member.
- +0.10 if there are 2 children under 18 in the household. (New 2026)
- +0.25 if there are 3 children under 18. (was +0.20)
- +0.40 if there are 4 children under 18. (was +0.35)
- +0.5 if there are at least 5 children under 18. (unchanged)
- +0.20 for households with children under 18 where both parents (or a single parent) have worked for ≥6 months.
- Raises to +0.30 if at least one child is under 3 years old.
- +0.30 for a single non-working parent caring for a child under 3. (New 2026 safety net)
Procedure for Italian Students
For Italian students, the procedure differs considerably from that of international applicants. Rather than going through the consulate, you must first obtain the DSU (Dichiarazione Sostitutiva Unica) — a self-declaration form that forms the basis of your ISEE calculation.
- The DSU contains household composition, income, movable assets, and real estate data.
- Some data is automatically retrieved from tax authorities and INPS, while some is self-declared.
3. Documents & Legalization (International)
For international students applying for the ISEE Parificato, the documentation process involves an extra layer of bureaucracy. Specifically, all documents must be issued by the competent authorities in your home country (where income was generated and assets held), and they must then be:
- Translated into Italian.
- Legalized by the Italian Diplomatic Authorities (Embassy or Consulate) in your country of origin.
Start Early!
Collecting documents, getting translations, and securing consular appointments takes time. We strongly recommend preparing these months ahead of the scholarship deadline.
Special Cases
Difficult Diplomatic Relations: If obtaining documentation from the Italian Embassy in your country is genuinely difficult, you may alternatively request it from foreign diplomatic missions in Italy, provided it is then legalized by the local Prefecture.
Low Human Development Countries: Students from specific countries (listed annually on university websites) have a simplified option available to them: they may submit a certification simply stating that they do not belong to a high-income family. Even so, this certification must still be requested through the Italian Diplomatic Authorities in the country of origin.
Final Advice on ISEE 2026
As a final note, collecting all the required documents and completing each step takes considerably more time than most students expect. Therefore, it is strongly recommended to start preparing well ahead of any scholarship or enrolment deadline — ideally months in advance.
