IMAT 2025 – MUR Guidelines for Candidates with Disabilities, Impairments & SLD

We created this blog to guide students with disabilities, impairments, and specific learning difficulties (SLD) through the application process. Our aim is to help you understand the steps involved and show you how to reach out to universities for the additional support and accommodations you may need.

MUR announcement description for candidates with Disabilities, Impairments, or Specific Learning Disorders (SLD)

1. Test Arrangements
   Universities must organize admission tests in a way that considers the individual needs of candidates with
   – Disabilities or impairments (under Law no. 104/1992), and
   – Specific Learning Disorders (SLD) (under Law no. 170/2010).
2. Support During Tests
   Candidates with:
   • A disability certificate, Certification under Law no. 104/1992, or
   • An SLD diagnosis under Law no. 170/2010
     • Students can request support during the test. This may include extra time and other tools or aids. The request must be made according to the procedures stated in the university’s official announcement.
3. Temporary Certification Due to COVID-19
   Suppose a candidate’s documentation is not updated because of delays in the public health service (SSN) during the COVID-19 pandemic. In that case, they can still take the test using the medical certification they currently have. However, the university may later ask for updated documents.
4. University Responsibilities
   The university where the candidate registers for the test will provide the necessary support, based on the request and documentation submitted. Below are specific rules:
   • For Candidates with Disabilities (Law no. 104/1992)
     • Submit the original or a certified copy of the certificate issued by the relevant medical commission (National Health Service facilities or specialists and facilities accredited by the regional health service)
     • The certificate must describe the type of disability and/or degree of handicap.
     • These candidates can receive up to 50% extra time for the test.
   • For Candidates with SLD (Law no. 170/2010)
     • Submit the original or a certified copy of the SLD diagnosis. (by National Health Service facilities or specialists and facilities accredited by the regional health service)
     • As per the 2011 Ministerial Guidelines, candidates with SLD can receive up to 30% extra time.
     • In cases of serious SLD, universities may offer additional support, as long as it’s fair and suitable for the test.
     • The diagnosis must:
       • Be issued within the last 3 years (if made before the age of 18), or
       • Be issued after the age of 18.
     • It must come from a public health service or a certified professional approved by the regional health system.
5. Candidates from Abroad
   Candidates with disabilities, impairments, or SLD who live in another country must:
   • Submit legal medical documentation from their country, showing their condition.
   • Include a sworn or certified translation in Italian or English.
   • The university will check that the foreign documentation proves a condition that is recognized under Italian law.
     

In summary, you can request aid if you are eligible according to the above requirements and have the necessary valid certificates in hand. You need to send an email to your first choice university, specifying the supports, aids, or compensatory measures required, and attaching the following documents **

• Certificate of the diagnosis
• valid identity or identification document
• Copy of IMAT registration document 

Support and Aids available

• extra time (up to 50% for candidates with disabilities, up to 30% for candidates with SLD)
• escort to and from the test room
• in cases of particularly severe certified SLD: non-scientific calculator, video magnifier, or assistance by a reader
• any other aids (to be specified in the request).

In any case, tools such as a dictionary, periodic table of elements, concept map, personal computer or tablet, smart watch, and smartphones are not allowed.

Sapienza University

• For candidates who choose to take the test at Sapienza, you must also indicate your preferences in the Infostud system. 

Milan University

• Candidates with disabilities who need additional time and/or specific aids for the test must submit their request online at the University Portal system – Click here
• Candidates with specific learning disabilities (SLD) who need additional time and/or specific aids for the test must submit their request online at the University Portal system – Click here
• Deadline – The request must be submitted by the application deadline

Milano Bicocca University

• Deadline: September 9, 2025

  • with the subject line: “TEST MEDICINE AND SURGERY – REQUEST FOR SUPPORTS”
• For outdated medical certificates, candidates must update the certification before enrolling, or they won’t be able to have an Individual University Plan created.

Padova University

• Email to submit request: inclusione.studenti@unipd.it
• The request must be submitted by the application deadline.
• For outdated medical certificates, the new documentation, updated for the university cycle, must be sent to inclusione.studenti@unipd.it no later than 30 September 2025.
• However, personalised teaching plans (PDP), SLDs diagnoses issued before the last school term (secondary school) and/or by non-accredited private individuals are not accepted under any circumstances.

Federico II University

Bologna University

• Deadline – 15:00 on September 9, 2025
• Request must be submitted exclusively through an application form – link here. The form (duly filled in and signed) and the relevant disability/SLD certification must be uploaded to Studenti Online. From the home page, candidates must click on “Calls – Opportunities offered to you by the University”, then on “ Arrangements for the admission test of the Medicine and Surgery Degree Programme and Veterinary Medicine Degree Program”. 
• Any request for arrangements must be submitted exclusively by following the above-mentioned procedure. It is not allowed to apply by email or in person.
• For candidates residing outside of Italy, for information about legalization and translation, please refer to the website at Translation, authenticity, and value of foreign qualifications.

Messina University

• Register on the ESSE3 platform at https://unime.esse3.cineca.it/Root.do
• After logging into their reserved area, submit a specific request by completing “Richiesta ausili” and “Dichiarazione Disabilità/DSA” procedures no later than the application deadline. 
• Requests received after the deadline or using methods other than those indicated above will not be accepted.

Marche University
