To be classified as "non-resident," all of the following must be jointly true:

  1. Your course is held at least 30 km from your municipality of residence (or you live in the Gulf of Naples islands)
  2. You have paid accommodation near the course venue: a university residence place, and/or a registered lease
  3. You stay in that accommodation for at least 10 months between 1 October 2026 and 30 September 2027

If you're not housed at a university residence, your private lease must be registered with the Revenue Agency and self-certified in the online form (loan-for-use contracts don't count). Fail to meet the 10-month requirement and you'll be assigned "non-resident subject to confirmation" (paid as commuter) until you fix it by 31 March 2027.

Foreign students are automatically considered non-resident, regardless of where they live in Italy, unless their household resides in Italy — in which case the usual distance rules apply. Campania DSU Scholarship 2026/27: Housing & Catering

Non-resident students can apply for a place at one of 14 ADiSURC university residences across Naples, Aversa, Fisciano/Salerno, Baronissi, and Benevento. Assignment is based on ranking order and availability — expressing a room-type or facility preference doesn't guarantee it, since ADiSURC also balances placements to build diverse, multicultural student communities.

Accepting an offered accommodation place is a prerequisite for keeping "non-resident" status: declining it, failing to show up for the acceptance deadline, or not submitting the required documents will downgrade you automatically to "commuter" status.
